Alberto J. Panero, D.O. is a board-certified Physical Medicine & Rehabilitation physician with subspecialty certification in Sports Medicine and an internationally recognized leader in regenerative orthopedics and interventional sports medicine. He is the founder of The BIOS Orthopedic Institute, a premier practice based in Sacramento, California, focused on advanced orthobiologic treatments and precision, non-surgical musculoskeletal care.

Dr. De Mesa
Dr. De Mesa is the newest member of the BIOS Orthopedic Institute. As Professor, he served as Multidisciplinary Pain Fellowship Director and Musculoskeletal Director at the UC Davis Department of Anesthesia and Pain Medicine. The Pain Program had received national recognition during his tenure.
Dr. De Mesa also served as Chief of Interventional Pain, Physical Medicine & Rehabilitation at the Hoag Spine Institute and Director of the Curci Chronic Pain & Neuropathy Program at Hoag’s Pickup Family Neuroscience Institute. He established the foundational elements and catalyzed growth for interventional spine and comprehensive pain care at the highest ranked Health System in Orange County, California.
He specializes in treating acute and chronic spine pain, without using opiates whenever possible as well as musculoskeletal, sports injuries and neuropathic pain conditions.

Sabrina Mosqueda
Sabrina is our Director of Clinical Operations. She studied at the University of California Davis where she earned her B.S. in Human Development. She has over 5 years experience in the medical field and patient care. She oversees the operations of our practice and has a passion for providing the highest quality of care for our patients.
When she is not in the clinic she enjoys spending time with her family and friends.
Dr. Meier
Dr. Scott Meier is a board-certified Sports Medicine physician with over 15 years of clinical experience and a Certificate of Added Qualification in Sports Medicine. Originally trained in Pediatrics, he completed a sports medicine fellowship with a predominantly adult-focused practice, allowing him to care for athletes and active individuals of all ages.
Prior to joining BIOS Orthopedic Institute, Dr. Meier spent 15 years at Kaiser Permanente in Elk Grove and South Sacramento, where he served as Co-Lead of Biologics. In this role, he was instrumental in introducing and scaling orthobiologic therapies, including PRP and advanced tissue-based treatments across Northern California. His leadership helped establish protocols and expand access to these treatments across more than 15 Kaiser Permanente locations, setting a new standard of care within the system.
Dr. Meier has extensive expertise in diagnostic and interventional musculoskeletal ultrasound. As a member of the Kaiser Permanente Ultrasound Committee, he performed high-level ultrasound-guided procedures and trained other physicians through lectures, hands-on instruction, and live demonstrations.
He has also served as an assistant team physician for the Sacramento Kings and has held medical director roles for major endurance and community events, including Ironman California, the California International Marathon (CIM), the Homeless World Cup, the Running of the Elk marathon, and the Women’s Fitness Festival.
A Northern California native, Dr. Meier grew up in San Jose and attended UC Davis, where he was an active member of the marching band. He and his wife, whom he met at UC Davis, have three children. Outside of medicine, he enjoys golf, snowboarding, and staying active with his family.
Dr. Meier is passionate about helping patients, from elite athletes to everyday individuals, return to activity safely and efficiently. He is excited to bring his experience in sports medicine and orthobiologics to BIOS Orthopedic Institute and continue advancing innovative, non-surgical treatment options for the community.
